My Lord,
I have the honour to inform Your Lordship
that a Bill (copy enclosed) intituled "An Ordinance to
apply a sum not exceeding Twenty-three million three
hundred and sixty-five thousand three hundred and thirty-
five Dollars to the Public Service of the year 1931" was
introduced to the Legislative Council and read a first
time yesterday.

I enclose copies of the budget speech
2 which was delivered by the Colonial Secretary, together
with copies of a memorandum by the Colonial Treasurer
on revenue and of a memorandum by the Director of Public
Works in explanation of the items included under the
head "Public Works Extraordinary". Copies of the draft
Estimates for 1931 are also enclosed.

It is proposed to take the remaining stages
of the Bill on 16th October, 1930, and I will address
Your Lordship more fully thereon after the Bill is passed.
The introduction of the Bill is somewhat
later than in previous years, but the approval of th e
revised salaries scheme on 19th June necessitated a
